Minnesota DPS Releases Video Footage Of Traffic Stop Shooting Of Unarmed Minneapolis Man Ricky Cobb

Cobb was killed by a state trooper after being pulled over on July 31.

The surveillance footage of the shooting of Ricky Cobb II, who was killed by a state trooper on Monday (July 31) during a traffic stop, has been released by the Minnesota Department of Public Safety.

According to CBS News, Cobb was pulled over on Interstate 94 in Minneapolis early Monday morning because his tail lights weren't on, and officers discovered that he was wanted by Ramsey County law enforcement “for violating a no-contact order in a domestic case.”

After pulling the car over, the video shows a trooper coming to the driver’s side of the car and he asked Cobb to step out of the vehicle.

“We just have some stuff to talk about," the trooper said. Cobb asked the officer, with his hands raised, why he was being pulled over and refused to leave the vehicle.

"Is this a warrant?" Cobb asked. The trooper says it's not a warrant and then Cobb asks to call his attorney.

The trooper then repeatedly tells Cobb to get out of the car and asks for his keys.

The trooper on the driver's side and another on the passenger side both open the doors and attempt to pull Cobb out.

"Get out of the car now!" the trooper on the passenger side of the car yelled.

Eventually, Cobb drove off and the trooper on the passenger side pulled out his gun. Although the sound of the gunshots were not captured on the officer’s body camera video, Col. Matt Langer of the Minnesota State Patrol confirmed that the trooper fired his weapon just as Cobb drove away.

The troopers pursued Cobb on Interstate 94 and surveillance footage shows that they stopped on the left lane of the highway. The three troopers surrounded the car and eventually pulled Cobb out of the vehicle in an attempt to provide first aid. Cobb died at the scene. He was not armed during the incident.

On Tuesday (August 1), Cobb’s family along with community leaders and other protestors went to the governor's mansion where Nyra Fields-Miller, Cobb's mother, was shown the video before it was released to the public.

"I'm very confused and very, very hurt," Fields-Miller said.

Later that evening, several demonstrators shut down a street near Interstate 94 and 42nd Avenue in north Minneapolis, close to where Cobb was killed, expressing their outraged about his tragic death.

Gov. Tim Walz shared on X (Formerly Twitter)  Wednesday that he has been in contact with Fields-Miller.

"I just spoke with Ricky Cobb II's mother to offer my condolences. I assured her that a swift, thorough investigation has already begun and that we will do everything we can to get to the bottom of what happened," Walz wrote.

Minnesota Sen. Amy Klobuchar also offered her support to Cobb's family in a statement.

"Ricky Cobb II's family deserves answers. A full investigation must occur to get all the facts," Klobuchar said.

Hennepin County Attorney Mary Moriarty also shared his condolences in a statement following the release of the video.

"My heart goes out to Mr. Cobb's family who are grieving an unimaginable loss. I know they are devastated and will feel his loss for the rest of their lives. I also know this community continues to navigate the trauma and grief that results from police violence and the tragic loss of our community members at the hands of law enforcement, no matter the circumstances. And I know that our community wants answers. We will work as swiftly as possible to provide them."
