Supreme Court upholds affirmative action ban in California.
The Supreme Court upheld California's Proposition 209, the 1996 initiative that banned race or gender from being considered in state and local government employment, contracting decisions and state college or university admissions. Critics say minority enrollment at California's public universities has suffered in response — even as the number of minority high school graduates rises in the state.
