Florida is the top seed for the South, Arizona in the West, Virginia in the East and Wichita State claimed the Midwest. Colts Owner Arrested for DWI - Indianapolis Colts owner Jim Irsay was arrested on Sunday night for possession of a controlled substance and driving while intoxicated. Police say he failed multiple sobriety tests as they found pain killers and empty pill bottles throughout his vehicle.
