A large Black doll with President Obama’s name attached was found hanging by a noose in downtown Plains, Ga., Saturday, according to the U.S. Secret Service, which says it is investigating the incident.

The doll was hanging along Main Street in front of a red, white and blue sign that read: "Plains, Georgia. Home of Jimmy Carter, our 39th President," according to a witness.

The tiny southwest Georgia town of Plains has a population of 637 people –  39 percent of whom are White and 60 percent of whom are African American. Both President Carter and wife Rosalynn were born in .8-square-mile community and still live there.

Last year, the former president came under fire for suggesting that GOP-orchestrated attacks against Obama were racially motivated.

Plains Mayor L.E. Godwin III said that the local fire department removed the hanging doll and signs.
