On July 30, 1863, in an attempt to intimidate the Confederacy during the Civil War, President Abraham Lincoln issued an Order of Retaliation, often called his "eye-for-eye" order, warning that Union soldiers would shoot one Confederate prisoner for every Black Union prisoner shot and also promised to jail Confederate prisoners for selling Black prisoners into slavery.
