Abraham Lincoln issued an order warning that Union soldiers would shoot one Confederate prisoner for every Black Union prisoner shot.
On July 30, 1863, in an attempt to intimidate the Confederacy during the Civil War, President Abraham Lincoln issued an Order of Retaliation, often called his "eye-for-eye" order, warning that Union soldiers would shoot one Confederate prisoner for every Black Union prisoner shot and also promised to jail Confederate prisoners for selling Black prisoners into slavery.
