Lawmakers Expected to Override Illinois Governor's Gun Law

Lawmakers will review Illinois Gov. Pat Quinn's proposed changes to a bill that would ban concealed carry of weapons in public.

Lawmakers are reviewing Illinois Gov. Pat Quinn's proposed changes to a bill Tuesday that would ban concealed carry of weapons in public. He also signed two bills that are expected to make streets safer as gun violence escalates in Chicago.

Over Independence Day weekend, dozens were shot and at least 11 died in the city from Wednesday afternoon through Sunday. Quinn's gun law changes would include a one-gun limit and a ban on guns in stores that sell alcohol.

But lawmakers are expected to override his changes to the gun law.
"I don't think they should override common sense. I don't think they should compromise with public safety," he said. Quinn, who is running for re-election, faces criticism for waiting a month to make changes to the law.

Illinois must meet a federal appeals court deadline Tuesday after the state’s ban on the concealed carry of weapons was ruled unconstitutional in December. If there is no law passed by Tuesday, it may mean that anyone can carry a gun anywhere. Others say it may mean that cities may enact their own laws, according to USA Today.

Quinn also signed into law the Gang Crime Witness Protection Act, which goes into effect immediately. This establishes a program that will “assist victims and witnesses who are actively aiding in the prosecution of perpetrators of gang crime,” according to the bill.

Quinn also signed into law a bill that will require school principals to report illegal possession of weapons or illegal gang activity to law enforcement. In turn, courts and law enforcement must also inform principals when a child is detained for any criminal offense, including illegal gang activity. This will be effective Jan. 1, 2014.
